It will be Saturday, &lt;strong&gt;March 29th&lt;/strong&gt;.  We will meet at &lt;strong&gt;8:00 a.m&lt;/strong&gt;. at the lower parking lot next to the creek.  I will try to put the banner on my truck so everyone can see.&lt;br /&gt;&lt;br /&gt;Our projects for the day include installing rolling grade dips (like water bars) on some new sections of trail.  This really needs to be done before the April showers begin.  Also, I would like to have a crew working on the new trail up to the amphitheater.  If David can bring the auger, I would like for us to finish installing the signs. &lt;br /&gt;&lt;br /&gt;Be sure and bring gloves, water, snacks, and any trail building tools that you may have.  Of particular importance this day will be a shovel and wheel barrow as well as clearing tools like shears and loppers.  The more shovels and wheel barrows we have, the better.&lt;br /&gt;&lt;br /&gt;Also, I would really like to thank all of those who have made contributions to FORP over the last couple months.  I have been really busy at work and got behind on my Thank You notes.  However, I would like everyone to know how much their support is appreciated.&lt;br /&gt;&lt;br /&gt;I look forward to seeing everyone on the 29th.  And, before any of you mountain bikers call me and say, "wait, the Chickasaw race is the next day."  I know.  I'm sorry.  It was the only day I could work in for a workday this month.  However, I understand if you are racing Chickasaw and don't show for the workday.  Rest up and represent Middle TN. I'm sorry that I was not there to personally greet everyone but had to work. I do hope to see each of you at the park soon.&lt;br /&gt;&lt;br /&gt;I began mountain biking at Rotary Park when I was a student at Austin Peay. I found that it provided an excellent atmosphere in which to escape the rigors of college life. I encourage each and every one of you to pay the park a visit. We have plenty of trails for hiking, biking, and trail running. Seriously, I see some of you guys running up and down Madison Street. I've done it and it can get boring. Try trail running at Rotary Park. You will not be disappointed.&lt;br /&gt;&lt;br /&gt;Also, I would like to thank all of our members who were able to prepare for, install, and operate our display today.  You guys all did a fantastic job.  It made me very proud to part of an organization with such wonderful people. We will meet at the lower parking lot near the Pavilion II trailhead at 8:00 a.m.  We will divide up into three groups.  One group will focus on clearing the trail (cutting small brush and weeds that are growing in the trail).  Another group will focus on benching the trail while another group will focus on constructing some erosion control devises (i.e. rolling grade dips, kicks, etc.).  As discussed below, we may work on installing signposts.  Aside from flagging the trail at the amphitheater for the grant proposal, I will not be laying out any new trail until the existing trail is complete and in tiptop shape.  I don't want us to build so fast that we neglect to include the features necessary to make the trail sustainable and enjoyable. &lt;br /&gt;&lt;br /&gt;            Things needed for the workday: bring water, gloves, a Maddox, shears, a hoe, and/or any weed removing devise.  If anyone has a power trimmer with a small brush attachment, that would work best. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Boy Scouts&lt;br /&gt;&lt;/strong&gt;            Some of you have already noticed the new bridge behind Pavilion I.  The bridge crosses a 20 ft. wide drain on the Red Cedar Loop.  The bridge was built by Boy Scout Michael Cox as his Eagle Scout project.  Like other newly built bridges, this bridge was built to engineering standards proposed by IMBA but with some additional improvements.  The footers for the bridge are formed concrete.  The treated lumber supports and stringers are all bolted to the footers using galvanized lag bolts.  Also, it is decked in a composite decking surface so it should last for a very long time.  The treated lumber on the ends was painted in tar prior to the bridge being backfilled to add additional protection from the elements.  Also, an additional stringer above the number recommended runs the length of the bridge.  The bridge is absolutely top of the line and should last for very, very long time.  Thanks to Michael and crew as well as his father, Ted, and Kurt Kowalski for this wonderful bridge. &lt;br /&gt;&lt;br /&gt;            Also, Kurt, Glen, Josh, and I met with another Boy Scout seeking an Eagle Scout project.  We discussed three potential projects and are currently waiting on the Scout's proposal to present to the county.  It is important to note that the increase in Scouts seeking projects within the park is a direct result of Kurt's involvement with the Scouts and Friends of Rotary Park.  Thanks, Kurt, for spreading the word.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;White Oak Loop&lt;br /&gt;&lt;/strong&gt;            As I have previously discussed, a new section of the White Oak Loop has been opened.  This section is part of the perimeter trail and connects two previously existing point-to-point trails.  Kurt, Glen, Josh, and I began benching the new section on New Year's Eve.  Those guys did some awesome work and got a lot done.  There is still a substantial amount of clearing and grooming that needs to take place on this trail, however, especially through the TVA easement.  Feel free to take a pair of shears to the park one day and work on this.  The more people that pitch in, the sooner the trail will be completed. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Amphitheater&lt;br /&gt;&lt;/strong&gt;            I have flagged one of the trails to the amphitheater.  I will complete the flagging of the loop soon.  We are waiting on the grant process before beginning work on this section as this trail is tied directly to that grant, which should fund the trail's bridges.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Signs&lt;/strong&gt;&lt;br /&gt;            We still have additional signs to install.  We may work on this at the next workday depending on ground temperatures and whether or not the auger is available.  I have also ordered new "No Horses" signs.  These will be installed in four locations upon arrival.  The signposts are already installed. &lt;br /&gt;&lt;br /&gt;            I appreciate all the help and support I have had lately.  As we worked on Monday and with 2008 less than 24 hours away, we stopped to reflect on all the work we have done in the last 2 to 3 years.  The park has come a very long way since the tornado.  Once again, people are starting to travel from all around to visit the park. Here is the Cliff's Notes version.&lt;br /&gt;&lt;br /&gt;Had a workday last month.  Went great.  About 15 showed.  Some old logging roads closed and erosion addressed.  Fine tuning, grooming, and benching on the new White Oak extension above the small Boy Scout bridge.  This includes 3 rolling grade dips for erosion control.  Lots of old tornado damage cut and fell to the ground.  Decay expedited. &lt;br /&gt;&lt;br /&gt;Now, to the fun part.  I have flagged and sketched in a large section of the White Oak that connects the new section we worked on in Nov. to the other side of the creek.  In the month of Nov., I laid out over ½ a mile of new trail and have a large amount of it open.  Thanks to TTA for the chainsaw – that has sped up the process.  General clearing and grooming needs to occur on the new stuff to get it open.  It will need to be benched but no hurry on that.  This will take two point-to-point trails and make them a complete loop WITHIN THE PARK BOUNDARIES.&lt;br /&gt;&lt;br /&gt;YOUR HELP NEEDED&lt;br /&gt;&lt;br /&gt;            I'm working over there when I can but have other duties to complete very soon for Stacy for the grant application.  I don't want to schedule a workday in Dec., we are all busy enough.  But, if you can go to the park on your own and do a little work it would go a long way.   Here is what needs to be done: the new trail that I have laid out needs to be cleared of small brush and the like.  I have raked it as clear as I can but it is still not completely passable.  If any of you could go and work on this it would be wonderful.  Even just an hour's worth of clearing would go a long way.  The area that needs particular attention is the area through the TVA easement. &lt;br /&gt;&lt;br /&gt;If you do not know what trail I am talking about, it is located in the back of the park just above the creek and past the bowl/campfire area near the creek. I am happy to say that I am well rested and re-energized about the park.  It is a great time of year to build some trail and complete some of our projects.  Lets get started, shall we?&lt;br /&gt;&lt;br /&gt;WORKDAY&lt;br /&gt;           &lt;br /&gt;Saturday, November 10th, will be our next workday.  We will meet at 8:00 a.m. in the parking lot at the bottom of the hill near the creek-side trailhead.  Look for my maroon pickup truck with camper shell.  I will try to make a sign this time. &lt;br /&gt;&lt;br /&gt;We have two main projects for the workday.  One or two crews will be covering some of the logging roads left by the loggers after the tornado.  Another small crew will continue installing sign posts if David and his auger are available.  If not, I have other projects.&lt;br /&gt;&lt;br /&gt;The reason that the old logging roads need to be covered is two-fold.  First, they are susceptible to serious erosion due to their layout, the way they were constructed, and their width.  If there is a good side to the drought this summer, it is that we did not suffer serious erosion at the park in these areas.  We have already built new trails bypassing the areas that we will be covering.  The second reason for covering these logging roads goes back to one of FORP's original goals: create a stacked loop trail network that is easy to follow.  By closing off these random logging roads that lead nowhere, it will cut down on the confusion at the park and allow people to learn the new loop system.&lt;br /&gt;&lt;br /&gt;UPDATE – NEW TRAIL SECTION&lt;br /&gt;&lt;br /&gt;As I stated above, we have already built new trails bypassing the logging roads that are to be covered.  I built one of those this past Saturday.  I spent five hours at the park on Saturday connecting two existing trails and bypassing a logging road.  This new section is located on the trail leading to the amphitheater and is located just above the creek.  It is part of the White Oak Loop.  I have been scouting this area for several months now trying to find the best way to site this section of trail.  I have flagged it different ways but not been totally happy with those options.  On Saturday, I made some changes that work very well.  I flagged the trail, cleared the corridor, removed deadfall and downed trees, and installed an erosion control devise above one of the turns.  The trail is open, fully marked, and ready for use.  The only thing left to do on it is to install one additional erosion control devise that I will do sometime this week or next. &lt;br /&gt;&lt;br /&gt;I am very excited about this new section of trail.  It is not incredibly long but is very fun.  It is built to proper trail-building standards for avoiding erosion and blends very naturally with the landscape.  Please enjoy the new section of trail and enjoy not having to use the logging road.  Mountain bikers, you will be happy to find that one of the two turns is in-sloped (bermed) so you can maintain your momentum in the turn.  I may extend the bermed area at a later date as I feel it would benefit the trail.   &lt;br /&gt;&lt;br /&gt;RESEARCH&lt;br /&gt;&lt;br /&gt;While in Florida and Chattanooga, I rode some of the local trails.  Each was quite different and unique in many ways.  I learned something from the trail builders in both locations, particularly Raccoon Mountain in Chattanooga.  I am excited about taking what I learned at both trails and applying it at Rotary Park.  Above all, my visit to both sites reassured me that we are building great trail at Rotary Park and doing the right thing by taking our time and building it right the first time. It is last minute and certainly not an official "workday", however, I thought I would put the word out in case anyone is free this afternoon and wants to come and help. My work will be in the new section of the White Loop where we worked on our last official workday. That is above the small Boy Scout bridge leading towards the back of the park.&lt;br /&gt;&lt;br /&gt;I will be benching and making improvements to the trail tread. We did a great job on our last trail day, however, the dry conditions kept the soil from bonding; some of it has blown away. With the chance of rain at 40%, today is a great day to reconfigure the trail tread. If you come, bring your Maddox, a leaf rake, and/or a bowhead rake. If you can't bring tools but would still like to come help, don't sweat it. I am bringing extra tools and can share if you don't have any.&lt;br /&gt;&lt;br /&gt;Also, as soon as the underbrush dies down from summer, I will be flagging the remainder of the White Oak Loop. When that is done, volunteers can go to the park at their leisure and begin clearing, i.e. you will not need an official workday to do the work. I hope to have the large loop open by Spring but it will take folks going to the park and working on their own.&lt;br /&gt;&lt;br /&gt;Also, a special thanks to Kurt Kowalski for leading a pack of Cub Scouts as they completely closed off one of the troublesome logging roads.  They did a fantastic job and have solved what was fast becoming an errosion problem.  Kurt has posted up on the Boy and Cub Scout leaders message board letting local leaders know about the need at Rotary Park.  Both the Boy Scouts and Cub Scouts have been great partners in the rebuilding and maintenance of Rotary Park. Now that the weather is cooling off, my wife is making me spend my sat. mornings fixing our poor, poor yard that I have neglected in exchange for trail work.&lt;br /&gt;&lt;br /&gt;I will try to schedule a new group workday very soon. I expect that we will resume installing signs the coming weeks.&lt;br /&gt;&lt;br /&gt;If anyone has any questions or concerns, don't hesitate to shoot me an e-mail.&lt;br /&gt;&lt;br /&gt;Also, mtbers, there is a race this Sunday at Mont. Bell. The 18 mile course is very challenging and fun. The beginner course is only 9 miles. I encourage everyone to come out, even if just to watch. There are some tight turns near the trailhead that will make for some interesting log jams. It is also easy to walk to the technical parts of the course. It will be a great place to watch the pros and see why they are racing at that level. We have a local pro that will be racing, so come cheer Dustin on.&lt;br /&gt;&lt;br /&gt;Not only that, but we have two members of FORP that will be battling it out in Sport 30-39.  Adam "Mean Joe" Queen and me, "The Singletrack Assassin", are both primed and ready for strong finishes this year.  Adam has been consistantly running 2nd and finishing high in most sport races.  Last time I raced at the Bell, I won my race and have to defend my record.  We are both racing for Team Nashville Mountain Bike. That is because our sign project for the two smaller loops is well underway.  You should start seeing signs installed as early as this Saturday.  Soon, the Red Cedar Loop and Blue Bird Loop will be clearly marked in the clockwise direction as well as at all major intersections. &lt;br /&gt;&lt;br /&gt;I would like everyone to know that the sign project, like the rebuilding of the trail network, is going to be a lengthy project.  Our hope is to have the two smaller loops fully signed at all major trailheads and intersections in the clockwise direction.  That should be complete very soon as all but two of the signs have been purchased, made, and delivered.  Once that is completed, we will begin working towards having the trails signed in both clockwise and counter-clockwise directions.  That will leave only the White Oak Loop and the connector trails to be signed.  These trails are not yet complete and cannot be properly signed until they are completed and the old trails completely closed.&lt;br /&gt;&lt;br /&gt;The reason the sign project is being completed in three phases like this is two-fold: 1) signs are expensive; 2) as stated above, the White Oak Loop is not yet complete.  To address the "signs are expensive" reason, FORP is encouraging folks to donate money towards this project.  I hate asking people for money but that is the only way a volunteer group such as our group can accomplish such a huge project.  The signs we are installing cost between $22 and $105.50 per sign.  This is expensive, but when you see the signs, you will know why and appreciate the cost.  If we were to receive a large contribution from a corporate donor, it would greatly improve our ability to complete this project.  So, encourage your employers if you can.  It can be arranged where they pay the sign company directly if that is preferred.  &lt;br /&gt;&lt;br /&gt;As far as the rebuilding of the trail network, my goal is to have the entire trail network flagged by the end of the year, open by the end of Spring 2008, and fully benched and bridged by the end of 2008.  That is a conservative goal.  I think that it can be done much sooner if volunteer help continues to increase. I was out of the office last week in training and did not have Internet access so my report is running a little late.  But, with no further ado, here it is.&lt;br /&gt;&lt;br /&gt;We had an incredibly successful workday.  The turn out was huge.  I counted either 14 or 15 people.  Lots of new trail was cleared and benched.  We divided into two groups.  One group worked on a new section of the White Oak Loop (big loop) while the other, smaller group worked on installing signposts.&lt;br /&gt;&lt;br /&gt;A special thanks is owed to David Adkins for bringing so much heavy equipment.  His auger made it possible to dig the postholes for the signs.  We tried doing a couple by hand and it was nearly impossible.  He also brought an ATV with a 25 gallon water tank mounted on the rear.  This made it possible to mix the concrete at the site of the postholes and kept us from moving heavy concrete by wheelbarrow.  We really owe David big because after digging two holes, the auger had to go in for repair.  Additionally, David had to buy new spark plugs.  This kind of volunteer work gets expensive for those of us who loan our equipment.  Don't forget to thank these folks.&lt;br /&gt;&lt;br /&gt;Also, a special thanks is owed to Mitch and Kurt for all their chainsaw work.  They, too, spend money as well as time by providing this equipment. &lt;br /&gt;&lt;br /&gt;This new section of trail promises to provide a spectacular bird's-eye-view of the creek.  With the exception of two steep climbing turns, the trail appears to be in textbook form incorporating slight grade reversals, kinks (shallow drains on the lower grades), and contour trails that comply with all the rules for building sustainable trails.  The climbing turns will be addressed after the entire trail is open for use.  The plan is to go back and construct rolling-crown switchbacks on all climbing turns located on grades steeper than 15%.  It appears that this trail will last a very long time.  However, we desperately need to get some rain soon to bond the dirt together where we benched.  Please don't use the new section of trail until we get the rain.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Why We Work So Hard&lt;br /&gt;&lt;/strong&gt;I visited Montgomery Bell State Park yesterday.  Their bike specific trails are about 10 years in the making now.  There is about 23 miles of trail there that can be divided up into two categories.  The first category is the trail that was built first.  Tommy Hatcher and the builders followed the IMBA standards that we are following (most of the time).  The second category is the second phase of trail (the Green and Yellow loops).  They did not follow the IMBA guidelines for those trails. &lt;br /&gt;&lt;br /&gt;As I rode yesterday, I first rode the trails that were built following the IMBA guidelines.  Despite being the oldest trails in the park, most of them were still in very good shape and drain well.  It appears they will provide many more years of use with little or no maintenance.  The areas on those trails that did not follow the IMBA guidelines are in need of maintenance and will have to be addressed soon. &lt;br /&gt;&lt;br /&gt;As I rode the other trails, those that did not follow the guidelines, I was amazed at how quickly they are deteriorating.  These are the trails that were built within the last two years.  Despite being so new, they are already washing or suffering serious signs of displacement from riders having to brake on the steep terrain.  I enjoy these trails as they offer a very unique challenge.  Further, that park has enough land to offer a variety of trails.  However, the trails that did not follow the proper guidelines will continue to erode and become more and more difficult and treacherous. &lt;br /&gt;&lt;br /&gt;I discuss this hear because I want to remind everyone why we are building the way we are.  We are taking a long time to design and build our trails.  However, we are building quality, sustainable trails that will last a very long time with little maintenance. Look for my red Ford Ranger with topper and bike rack.&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;&lt;strong&gt;Andrew Johnson – Eagle Scout&lt;br /&gt;&lt;/strong&gt;Andrew Johnson has been planning his Eagle Scout project at Rotary Park for quite sometime.  The past two weekends saw that planning spring into action.  Approximately twenty Boy Scouts worked feverously to complete a variety of tasks on the Blue Bird Loop across from Pavilion I.  The most noticeable of these is the installation of a new bridge connecting Pavilion I to the trailhead across the street.  As you all know, the drain running along side the road is shallow but very steep.  Andrew used engineering standards provided by the International Mountain Bike Association to design and construct a twelve-foot long bridge making it a synch to cross the drain.  The construction is out of this world.  Andrew used all treated lumber donated by Home Depot for the footers, stringers, and support beams.  The footers were embedded into concrete and the supports and stringers were attached using industrial grade lag bolts, instead of just wood screws.  The decking is composite and is sure to withstand the test of time.  This bridge sets new standards for construction for all future trail features.&lt;br /&gt;&lt;br /&gt;Andrew and his pack also installed a beautiful, rustic, wood-post fence inside the wood-line at this trailhead.  The fence separates two sections of the Blue Bird Loop where the trail switches back on itself.  This should prevent people from shortcutting the trail and user-made fall-line trails from appearing.  Like the bridge, the fence posts are treated and embedded in two feet of concrete.  It should withstand the test of time and provide us with years of enjoyment.  Andrew and crew also groomed the top leg of that section of trail.  Andrew is well deserving of his Eagle Socut rank.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Signs&lt;br /&gt;&lt;/strong&gt;The signs have been ordered!  It seems like I have been talking about these signs forever.  We had to wait until the new fiscal budget was passed to see if the money would be there, and it was.  The signs are being built by Wood Product Signs (www.woodproductsigns.com).  Yes, this is the same company that makes the signs for the U.S. Forest Service and the National Park Service.  The signs will be constructed of recycled plastic.  The signs are brown with the 2" letters routed and shown in white.  Where the feds usually use a 1" to 1 ½" letters for their trail signs, we are using a 2" letter.   Also, the color in which each trail is blazed will appear by the trail name.&lt;br /&gt;&lt;br /&gt;The Red Cedar Loop (small) and the Blue Bird Loop (medium) will be signed first.  Since the White Oak Loop (large loop) is not completed yet, signs for it have not been ordered. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;White Oak Loop&lt;br /&gt;&lt;/strong&gt;Speaking of the White Oak Loop, I have flagged several sections to be built.  I took yesterday off and worked in the park on one of those sections for approximately five hours.  This trail, and in particular this section, will showcase some of the best scenery the park has to offer.  So where is this section of trail?  Good luck finding it.  It is well hidden in a secret location, only to be revealed upon completion.  To my knowledge, there has never been any trail in this area of the park.  Also, I did not start the build from any current trail.  I began building in an isolated section of woods.  I want the trail to be near completion before it is connected.  This way, when it is finally connected, it will be ready for use.  I cannot wait for this section to be opened; I'm shooting for October but I will need a lot of help.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Workday&lt;/strong&gt;&lt;br /&gt;And with "help" in mind, we need another workday.  Lets have a workday on August 4th.  I need everyone who can make it there to bench trail.  This will be our main task.  I will also need people with chainsaws there, as we will be working in an area hit hard by the tornado.  Everyone bring your Maddox and drink lots of coffee or other preferred energy drink.  You will need it.  Please bring a friend.  Bring two or three.  If we can get 20 people there we can have this thing knocked out.  Mountain bikers, I'm calling on you to step up.  We really need a big showing here.  On the positive side, this section of trail is really quite amazing and has a spectacular view of the creek.  If I were to compare it to another trail in the area, it is very similar to some sections at LBL's Canal Loop. All of these trails were experiencing erosion in varying degrees and needed to be closed.  We first tilled the soil with a garden tiller so that new vegetation would be able to take root.  We moved topsoil into some areas where the topsoil had eroded away in order to improve the chance that new vegetation will take hold.  As David Adkins used his chainsaw to cut fallen trees left by the tornado, other volunteers used the branches and trunks to cover and block the old fall line trails in a manner that will significantly slow the effects of erosion.  The only trail left open in that area is now the Bluebird Loop (medium loop).  Signage is needed to direct users to the restrooms at the bottom of the hill.  That should minimize the creation of unauthorized social trails such as the ones we closed.&lt;br /&gt;&lt;br /&gt;We also benched and groomed the trail-tread on the newest section of trail on the Red Cedar Loop (small loop) in the BP easement.  The trail runs parallel with the old trail and is only a few hundred feet long.  However, its creation was needed to move the trail uphill from the soggy area where it was.  Also, the old trail was straight and flat, causing it to be boring and hold water.  Not only was it relocated uphill, it was given slight turns to create grade reversals so that water will sheet over and drain from the trail.  It also has a flowing shape consistent with the rest of the trail.  A small portion of this new trail still needs to be benched but will be done soon.&lt;br /&gt;&lt;br /&gt;A special thanks to Judith Tate and Suva Batin for providing lunch (I hope I did not forget anyone), it was delicious. &lt;br /&gt;&lt;br /&gt;Total volunteers:                    9&lt;br /&gt;Total volunteer hours:            26&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Independent Maintenance&lt;/strong&gt;&lt;br /&gt;For those of you who maybe can't make the workdays but would like to volunteer to do maintenance during the week, there are some projects you can do.  Trimming vegetation back from the trails is always needed, especially in the areas such as the easements that get a lot of sunlight.  You can use your gas trimmer (Weed-Eater), shears, or loppers to accomplish this.  Also, we did not complete the benching on the new section of trail discussed above, feel free to help out by completing this if you have experience benching trail.  Just try to match your work to the work already done and remember to maintain about 5% outslope for drainage. &lt;br /&gt;&lt;br /&gt;I continue to notice more and more people using the park and the trails.  I think that there are three things to attribute to this: 1) Stacy Goodwin and the county making the park a priority; 2) the Sheriff's deputies being more visible within the park at all hours of the day; and 3) the great work done by FORP on the trails and trying to keep the park clean.  I encourage everyone to keep up the good work.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Running Off the Unwanted&lt;br /&gt;&lt;/strong&gt;Speaking of safety, it is no secret that there are some individuals who come to the park with illegal and/or improper intentions.  You know who I'm talking about!  I have found that people who are in the park for improper purposes do not like for the legitimate users to talk to them; they would rather be invisible (except to those with whom they associate).  I have started parking close to these individuals, speaking to them, and making them aware that we see them.  THEY DO NOT LIKE IT.  In fact, many have left the park after I parked near them or just said, "hello, how are you today."  I encourage everyone to take measures such as these to discourage illegal or improper activities in the park.  Always be polite and never do anything that would jeopordize your safety (or your manhood), but if we just say "hello" and let them know that we see them, I think they will eventually leave.  My favorite is parking behind them and commenting on their car: "Nice car, I haven't seen one like that here before." or "I see you have Virginia tags, what brings you to our park here in Tennessee." Stacy Goodwin, Montgomery County Parks and Recreation Director, called the meeting. It was to discuss the county's application for two grants that, if awarded to Montgomery County, will greatly improve Rotary Park.&lt;br /&gt;&lt;br /&gt;One of the things that made this meeting so successful was the number of different groups and organizations present and providing input at the meeting. Rotary Park is a multi-user park and everyone needs to be able to provide input on its future. FORP tries to provide a voice for everyone but always appreciates the participation of other groups to help in that endeavor. Other organizations present and participating at the meeting were: Tennessee Trails Association; United States Department of Agriculture - Natural Resources Conservation Service; The Clarksville Cycling Club, The Bicycle Center, and North Cumberland Outfitters. I want to thank everyone representing these groups, organizations, and businesses for their attendance and input. They all made the meeting very productive.&lt;br /&gt;&lt;br /&gt;At the meeting, we discussed immediate and future needs for the park. One of the top priorities is signage and future trail development. Other needs are an improved entryway, a large informational kiosk at Pavilion I, an ADA accessible trail, and more restroom facilities, particularly at the amphitheater. We also discussed future trail development, bridge improvement, a scenic overlook, and erosion control to only name a few others.&lt;br /&gt;&lt;br /&gt;The future of the park looks great. The county is going to continue to work with representatives of the State and Federal governments to ensure funding to make the necessary improvements.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-size:130%;"&gt;The next meeting will be July 9th at 6:00 p.m. in the large meeting room in the Montgomery County Library.&lt;/span&gt;&lt;/strong&gt; This meeting will be hosted by Montgomery County and the Tennessee Parks and Recreation Technical Assistance Service (PARTAS). It will be a public input meeting on all county parks, including Rotary Park. That person pointed out the fact that there is still evidence of current horse use at the park, i.e. &lt;em&gt;poop&lt;/em&gt;!  I too have seen the &lt;em&gt;poop&lt;/em&gt; and had to avoid it while running.  I contacted county officials regarding the posting of the signs informing users of the ban on horses.  I have been assured that signs listing all of the new rules have been ordered but will probably not be posted until July as that is when the new budget goes into affect and that is when the signs can be purchased.  However, &lt;em&gt;hold your horses&lt;/em&gt; (pun), Stacy with Parks and Rec. is going to try to find pre-manufactured signs that say "NO HORSES" and post them at various locations in and around the park.  As always, she goes above and beyond the call of duty.&lt;br /&gt;&lt;br /&gt;Perhaps I posted the "No Horses" rule too early on the blog.  I thought that I made it clear that the rule had passed but there was still some bureaucratic red tape to be navigated before the rule would go into affect.  That was my fault and I take full responsibility.  I just ask that everyone keep in mind that we are dealing with government and here.  Everyone is working hard to make improvements but for reasons such as liability and budget, they are usually not as fast as we would like.  That is not to say the officials are slow, rather the process itself is slow.  Just keep in mind that this time two years ago it seemed that no progress was being made at Rotary Park.  Slow progress is better than no progress. &lt;br /&gt;&lt;br /&gt;I do appreciate the comment because it reminded me to check into the matter and also prompted me to better inform everyone.  I wish more people would post comments, positive or negative, because both FORP and the county need constructive criticism to better serve the park users. Also in attendance were two new folks; thanks Ty and Scott for your hard work. We hope to see you at our next event. I would also like to thank The Bicycle Center for all of their help and support. Continued improvement at the park is an ongoing effort from multiple groups, not just FORP. Thanks to everyone for their help.&lt;br /&gt;&lt;br /&gt;As for the work done, we were able to see the completion of yet another important goal. That is right, the yet to be named "medium loop" is now completely open for use.&lt;a title="" style="mso-footnote-id: ftn1" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftn1" name="_ftnref1"&gt;[1]&lt;/a&gt; Saturday saw the blazing of the last section of trail to tie the medium loop together. This makes two loops that are open for use, permanently sited, and ready for signage. Notice I did not use the word "completed." There is still some benching, general trail grooming, and some bridges to be built. There are also some older trails in this area needing to be closed. These will be our projects for the summer months. In the meantime, enjoy the new and improved trail network and the beginning of an easy to follow loop system.&lt;br /&gt;&lt;br /&gt;That brings me to my next issue. One of the goals of Montgomery County and Friends of Rotary Park is to have a trail network consists of a series of "loops." In the past, the trails at Rotary Park have gone all over the place with no overall design theme. Because of this, people have gotten lost or have difficulty following a designated trail, both of which greatly effect user enjoyment. Thus, we have a need for a series of well-marked loops.&lt;br /&gt;&lt;br /&gt;To create this new, stacked loop trail network, we have to create some new trails and close some old trails. FORP, with the county's permission and encouragement, has closed several sections of bad trail at the park. Lately, someone has reopened some of these sections of trail. Some of this we have already re-closed; some we will re-close. IF YOU SEE THAT A SECTION OF TRAIL HAS BEEN CLOSED, DO NOT CLEAR IT! IT IS CLOSED FOR A REASON. I have been using this park since I was a small child. I know how easy it is to become attached to a section of trail. I don't always like closing the sections of trail that we have closed. But, the fact of the matter is, they are fall-line trails that are causing erosion issues, mapping issues, or other problems with the park. That is why they have been closed. For the good of the park, leave them closed.&lt;br /&gt;&lt;br /&gt;Last but not least, I want to congratulate FORP member Adam Queen for his first ever Mountain Bike win. Adam raced in the Sport 30-39 class at Canal Loop in Land Between the Lakes yesterday and won easily over the rest of the field. Adam began mountain biking at Rotary Park and still does some of his training there. All of the pavilions will be in use and that is why we will meet in the parking lot.  We will be working to complete the medium loop and working in the area stretching from behind the playground to behind Pavilion III.  Be sure to bring gloves, rakes, bow saws, loppers, etc.  Don't forget water, water, and water. We had several people show up and pitch in. We even recruited a few guys who came to bike. There's nothing like guys clearing briars in Lycra and spandex. We closed some old trail and prepared it for revegitation, we benched a new section of the medium/perimeter loop, we chainsawed and cleared some remaining tornado damage, and we have just about got the medium loop open for business. As planned, that loop should be open in a few weeks, marking the completion of another large goal set by FORP.&lt;br /&gt;&lt;br /&gt;I feel we are moving along nicely with our projects at the park. I am seeing more and more people use the park as a result of our efforts. As we worked on Saturday, we were passed several times by the Northeast Women's Cross Country Team as they trained for an upcoming meet. I also saw ten people on mountain bikes in the park at one time. I have not seen that many people there to bike at one time since we began losing trail to the developers, pre-tornado. There were also multiple groups walking dogs and playing on the playground. It is such a good feeling to see the park gradually come back to life and become better than ever before.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;IMPORTANT&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Our next big project is proper &lt;strong&gt;&lt;span style="color:#006600;"&gt;signage&lt;/span&gt;&lt;/strong&gt; for the trail network. One of our original written goals was/remains to make the park more user friendly by providing signs and maps to park users. We have found a sign company that provides a superior, environmentally conscious product at a very affordable price. If you care to check them out, it is Wood Product Signs at &lt;a href="http://www.woodproductsigns.com"&gt;www.woodproductsigns.com&lt;/a&gt;. We will be going with their routed recycled plastic, the same product currently being used in many national parks and by the U.S. Forest Service. We have the funds to begin buying the signs but we have not yet named the trails.&lt;br /&gt;&lt;br /&gt;So, our most &lt;strong&gt;&lt;em&gt;important task&lt;/em&gt;&lt;/strong&gt; at this point is to name the trails so we can begin ordering signs. Specifically, we just need three names, one for the small loop, the medium loop, and the perimeter loop. Once we have agreed on names, we can submit them to Parks and Recreation and the Conservation Board for approval. Once we have approval, we can place an order.&lt;br /&gt;&lt;br /&gt;Stacy Goodwin with Parks and Recreation had a great idea. It is to name the trail something that has a color in the name and use that color to mark the trail. For example, if a trail were named "&lt;span style="color:#cc0000;"&gt;Red Fox Loop&lt;/span&gt;" it would be marked with the color red. If a trail were named "&lt;span style="color:#c0c0c0;"&gt;White Tail Loop&lt;/span&gt;" it would be blazed with white. You get the picture.&lt;br /&gt;&lt;br /&gt;Please submit your suggestions to my e-mail so I can share them with the group. I desperately want to get this project underway. I also want everyone to have some say in what the trails get named. I am going to put a deadline for submissions on Saturday, March 31st. That way, we can get this underway. Horses are no longer allowed at Rotary Park. Many months ago, FORP asked Parks and Recreation Director Stacy Goodwin to present a proposal to ban horses from Rotary Park. The proposal was put before the Montgomery County Conservation Board. Members of Friends of Rotary Park including Carl Gadsey and myself were called on to explain to the board why horses should be banned. Among those reasons were: user conflicts (horses are easily spooked by dogs, other animals, bikers, and hikers and can harm other users or their riders opening the county up to serious civil liability), severe damage to the trails caused by equestrian use, the fact that many of the horses are not properly shoed for that type of use, and damage done to the field by parking horse trailers off of the paved parking lot. The board agreed but needed the approval of the county attorney. Since the original proposal, the county had to review the federal grants used for the park's initial purchase and upgrades to make sure that such a ban would not affect future grant initiatives.&lt;br /&gt;&lt;br /&gt;I have not previously written about this on this Blog. The reason being is I hoped that this would be able to proceed through with no opposition from the equestrians. Word did not leak and there was no opposition. Now, it is official and we can cheer publicly. NO MORE HORSES! I understand that the equestrians are just as passionate about their sport/hobby as we are ours. However, Rotary Park is not large enough to accommodate them, the trails are not built to support equestrian traffic, and the parking lot is not adequate for their trailers. Law enforcement will still be able to bring their horses into the park but they never use the trails. Their presence is a good thing. FORP will be working with the county to have the proper signage installed.&lt;br /&gt;&lt;br /&gt;Also, the county adopted new park rules for all Montgomery County parks. The county will maintain these rules with some being posted in the parks. One rule to note is that no one can build trail in any of the parks without first getting the approval of the Parks and Recreation Director. At this time, FORP is the only organization authorized to build trail in Rotary Park. Other benefits to Rotary Park come by way of a budget increase for the Parks and Rec department. Part of that budget includes money allocated for a new park survey and boundary markers to clearly mark the boundaries of the park. Both of these things are long overdue. Kudos to Stacy for working hard to get this done. Thanks, Stacy.&lt;br /&gt;&lt;br /&gt;Other good news, our meeting went very well last night. We had several people renew their membership for FORP's second year. We also had a new family join. In all, we accepted $100 last night by way of membership dues.&lt;br /&gt;&lt;br /&gt;The only bad news I have to report is that we have decided to cancel the big workday for Saturday, April 21. I did not realize that was the same weekend as Rivers and Spires. I encourage everyone to go and enjoy the Rivers and Spires Festival. I just wanted to be sure that everyone knew what to bring. If you have any of this stuff, I suggest you bring it. If not, bring what you can. We want you there regardless and we can use your help even if you have no tools. So, here it is. Bring: &lt;strong&gt;gloves&lt;/strong&gt; (or get blisters – simple), &lt;strong&gt;water&lt;/strong&gt; (or dehydrate), a &lt;strong&gt;Maddox&lt;/strong&gt; (this is that pick thing with a wide spade type deal on the other side – it is your best friend on workdays. If you don't have one and want to go buy one, get a #2 type Maddox. That one has a small axe blade on one side for cutting roots. They are between $15 and $25 at Sears, Lowe's, or Home Depot. They also work great when doing yard work.), &lt;strong&gt;a bowhead rake &lt;/strong&gt;(also called a garden rake - its the steel one with 10 to 12 thick steel teeth).&lt;br /&gt;&lt;br /&gt;Those are the most important things to bring if you can. If you have a wheelbarrow and it is not a problem for you to bring it, please do. I will bring mine but we could use two or three. If you bring a shovel or a hoe, we can keep you busy with those as well.&lt;br /&gt;&lt;br /&gt;I look forward to seeing everyone. I expect that we will have a good turn out.  I have met some new hikers and bikers that I expect to come join our crew, including fellow hiker Vic Mitchell and his dog, Buck.  I have several projects lined up including: closing off a section of trail that has been recently re-routed, benching (the never ending battle) a new section of trail, clearing downed trees and brush from the tornado beside Pavilion III to make room for a new section of trail that will connect the medium loop, and reinforcing some of our rolling water bars.  Adam, Kurt, and David, please bring your chainsaws and safety equipment if you can. &lt;br /&gt;&lt;br /&gt;      There is also a workday scheduled for &lt;strong&gt;Saturday, April 21&lt;/strong&gt;.  I hope that we can use that to get the medium loop completely open.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Meetings&lt;/em&gt;&lt;br /&gt;     Our next meeting is &lt;strong&gt;Wednesday, March 14&lt;/strong&gt;.  It is going to be at the county library on Madison Street near downtown at &lt;strong&gt;6:00 p.m&lt;/strong&gt;.  I expect that we will be in the meeting room to the right of the vestibule.  I had previously announced the meeting was to be at 5:30 but it had to be changed. because there is a &lt;strong&gt;Conservation Board meeting at 4:30&lt;/strong&gt; at the courthouse.  Several of us are planning on being at the Conservation Board meeting as there will be some Rotary Park issues discussed including the expected adoption of the new park rules.  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;PARK UPDATES&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Signs&lt;br /&gt;&lt;/em&gt;      I have been in contact with the company that makes the signs for the U.S. Forest Service and the National Parks Service.  They have a great product that will last for many, many years with little or no maintenance.  Stacy Goodwin and Friends of Rotary Park have been exploring ways to pay for the new signs.  We believe that we have found a way and hope to start installing signs within the next few months.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Trails&lt;br /&gt;&lt;/em&gt;     Earlier this winter, I marked a new section of trail leading up the hill from the Boy Scout Bridge to Pavilion III.  Since then I have hiked it several times and made a few changes.  Kurt and Glen have also hiked it with me and made suggestions, which I have or will incorporate.  On March 3rd, I cleared ¾ of the trail.  This section replaces the fall-line trail that went straight up/down the hill connecting the Boy Scout Bridge and Pavilion III. &lt;br /&gt;&lt;br /&gt;       This new trail serves four major purposes: 1) it will greatly reduce erosion issues; 2) it directs the user to a beautiful view at the top of the ridgeline that was not utilized by the old trail; 3) it adds a little extra trail for us all to use; and 4) it makes it much easier to climb the steep hill up to Pavilion III.  I think that everyone will enjoy this new section if for no other reason than the view.  When Adam first rode the new trail, I heard him break and say, "Wow, I had no idea that it was so pretty over here."  He stopped his bike and took in the view for a moment, something we mountain bikers don't do enough of.   &lt;br /&gt;&lt;br /&gt;      The final section of the medium loop is currently being flagged.  There are a lot of gaps to be filed in, in part because tornado damage still blocks the path.  However, the trail will traverse some very scenic parts of the park.  I expect that the medium loop will be completed by late spring/ early summer (and we can check another project off our list of original goals.  Way to go, crew).&lt;br /&gt;&lt;br /&gt;      There are two Eagle Scout Projects currently underway in the park.  Both include the installation of new bridges in needy areas.  Be on the look out for these projects and thank the scouts when you see them.  They are great assets to the park.&lt;br /&gt;&lt;br /&gt;      Also, if you have not yet paid dues for 2007, please try to bring that with you to the workday.  We are trying to build the coffer for some upcoming projects.&lt;br /&gt;&lt;br /&gt;     I expect that 2007 will see great improvements in Rotary Park that even the least observant user will notice and appreciate. Work has kept me extremely busy but things are going to slow down for at least a week or two.  I can now focus back on Rotary Park and give you guys an update. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business:&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;            On Feb. 17 we had a workday at the park.  If you recall, we got a good bit of snow that morning and it was COLD.  Only Adam Queen and I showed up.  Adam and I got a good bit done despite the small crew.  One project was to close off the lower portion of the old trail leading from Pavilion I down the hill to the drain.  This trail was badly eroded, covered in roots, and was no longer needed as we have completed the main/short loop behind Pavilion I.  We also cut down a dead cedar that was threatening a new section of trail.  If you are ever having a "dumb" day or a "blonde" moment, ask Adam or myself to tell you that story.  You will suddenly feel like the smartest person on Earth. &lt;br /&gt;&lt;br /&gt;            Perhaps the biggest and most beneficial project of the day was raising the trail tread in the large drain on the main loop.  This is a temporary fix until the spring when the Eagle Scouts build the bridge that is planned to cross the entire drain.  Until then, have fun on our log causeway. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Main Loop:&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;            Now that the Main Loop or Short Loop is open, I see a lot more people using that area of the park.  In the past, the area behind Pavilion I did not see much use.  In my opinion, this loop is the best trail in the park.  The best part is that it is a loop.  We are starting to accomplish one of our original and most important goals: to make the park more user friendly by creating a series of well defined loops that will help keep park users from getting lost.  The next step for that part of the park is proper signage.  We have set a goal of June to have signage in place pending county approval. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Work Days and Meetings:&lt;/strong&gt;&lt;br /&gt;           &lt;br /&gt;            The &lt;strong&gt;&lt;em&gt;next meeting&lt;/em&gt;&lt;/strong&gt; will be Wednesday, March 14th at 5:30 p.m. in the Clarksville library.  As usual, that is the second Wednesday of the month.  Please bring dues if you have not paid for 2007.  We will discuss the signs for the Main Loop and the next workday.&lt;br /&gt;&lt;br /&gt;            The &lt;strong&gt;&lt;em&gt;next workday&lt;/em&gt;&lt;/strong&gt; will be Saturday, March 17th.  Meet at 8:00 a.m. at Pavilion I.  That is St. Patrick's Day so where green or deal with the consequences. I was warmly welcomed.  I explained to the group who we were and why we existed.  I also explained what we have done and what we have planned for the future.  Many attendees were longtime Clarksville residents and have fond memories of Rotary Park.  A few of them shared their favorite Rotary Park stories with the group after my presentation.  I provided every member with a handout complete with a description of our group as well as photographs from past workdays.  The photo sequence took viewers from a nearly bare piece of land to the completed trail.  I attempted to show the group how much work that it takes for us to build sustainable trail. &lt;br /&gt;&lt;br /&gt;      In all, I thought the presentation went well.  It was a great opportunity to spread the word about our group and, most importantly, that Rotary Park has re-opened and will soon be better than ever.  I think I even recruited some new workers. It will begin as usual at 8:00 a.m.  We will all meet at Pavilion I.  The plan is to groom the trail between Pavilion I and Pavilion II and smooth out the rough spots.  If we have enough help, we will have others work on erosion control devises on the main loop.  We may also begin "Spring Cleaning" in the front of the park.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Next Meeting&lt;/strong&gt;&lt;br /&gt;The next meeting will be &lt;strong&gt;Thursday, February 15th, 2007&lt;/strong&gt;.  Usually, our meetings are the second Wednesday of the month.  However, the second Wednesday in February falls on Valentine's Day.  My wife would kill me if I held a meeting on Valentine's Day and that would probably prohibit me from mountain biking.  Sorry.  I hope that change does not inconvenience anyone.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Earth Day&lt;/strong&gt;&lt;br /&gt;FORP has decided to have a huge workday and celebration at Rotary Park on &lt;strong&gt;Saturday, April 21.&lt;/strong&gt;  All of the details have not yet been worked out but whatever they are, we will begin at 8:00 a.m. and go from there. Our workday this past Saturday was a huge success. We had a relatively small crew but due to the dedication of our volunteers, we were able to accomplish a great deal. Our group of seven made for several first in FORP history. This was the first time the mountain bikers outnumbered the hikers.&lt;a title="" style="mso-footnote-id: ftn1" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftn1" name="_ftnref1"&gt;[1]&lt;/a&gt; This was the first workday when we did not have a single female present (lets not let this happen again, ladies). And, for another first, over half of the group were doctors (thank God no one cut a leg off but we would have at least made it to Gateway if we had).&lt;br /&gt;&lt;br /&gt;Our goal for the workday was to complete all benching on the main loop. I was worried we would not get this done. However, this was done in about two hours. WOW! Those using the main loop now have a smooth, flat trail tread to enjoy for hiking, running, or biking. As always, I was very impressed with our volunteers this weekend. All worked extremely hard. Over half had never done this type of work before but picked it up very quickly and worked very efficiently.&lt;br /&gt;&lt;br /&gt;After completing the trail work, we hiked an area of the park that is virtually untapped and primed for trail expansion. This area of the park should be suitable for 1 ½ to 2 miles of trail to be incorporated into the perimeter loop and is in the Southeastern corner of the property. This section of trail will be a large undertaking, as it will require several bridges to cross a large drain in that area. I mention this now because funding will be an issue. I am guessing that the bridges will cost at least $500 a piece and between 5 and six will be needed. We have not had to embark on a large capital campaign yet, but one may be necessary this year.&lt;br /&gt;&lt;br /&gt;One remaining project remains for the main loop: a bridge across the large drain that runs through the center of the loop. Kurt K. has arranged for a Boy/Eagle Scout to take this on as his Eagle project. This Scout will be responsible for working with county officials (Stacy and building and codes) for an appropriate design as well as funding and construction. He will also be working with FORP in the design of the bridge. I expect construction to begin in the spring after design approval and funding being secured.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Meeting&lt;br /&gt;&lt;/strong&gt;As announced previously, there will be a meeting this Wen. at the public library. Topics for discussion include: new website, helping Eagle Scout bridge project, membership renewal and new member drive, and brainstorming on future work to be done and events.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Thoughts&lt;br /&gt;&lt;/strong&gt;I cannot begin to explain how excited I am about this new loop being open and benched. The trail is well groomed and beautiful. It is going to set the tone for the type of quality and attention to detail that we are going to bring to the remainder of the park. It will be &lt;strong&gt;January 6, 2007&lt;/strong&gt;.  We will meet at Pavilion I at 8:00 a.m. as usual.  Don't forget gloves, water, snacks, and tools.   We will continue working on benching and grooming the two newest sections of trail, both behind and in front of Pavilion I.  Therefore, the tools needed will be a madox and a bow-head rake.  If you have a tamper, or would like to purchase one, they are also very helpful; bring one if you can. &lt;br /&gt;&lt;br /&gt;I have been taking my tools and working for an hour here and there benching the new trail behind Pavilion I when I go bike.  It is quite fun to spend 30 min. to an hour working then biking or hiking over the trail that you just improved.  I certainly feel a sense of accomplishment each time I do it.  I also try to find time on days when the trail is too wet to ride.&lt;br /&gt;&lt;br /&gt;Speaking of "too wet to ride,"  I went to the park recently to find that some @#%*! rode a horse on the new trail while it was wet.  Just days prior, I had done some benching so that area was even more soft.  The trails suffered some damage but will heel or be fixed.  If you see someone on a horse, bike, etc. damaging while the trails are wet, please remind them of the rule posted on the new kiosks: "STAY OFF THE TRAILS WHEN WET."  If you see someone on a horse, please politely remind them that they are on a very, very heavy animal and that the trails were not built to support that animal, especially when wet.  I have a feeling that if the horse riders are shown the damage that they are doing and reminded that we have worked very hard in creating and maintaining the new trails, they would be better stewards of the trail.  &lt;br /&gt;&lt;br /&gt;Back to the new trail, I have seen a lot of tire and shoe prints in it.  I have heard a lot of people complementing it although they do not know I had anything to do with its design or construction.  I say this to let eveyone know that I feel that we are building good, quality trail in Rotary Park.  Yes, it takes a lot of time and is going slower than all of us would like.  However, I would rather we take our time, do it right, and not burden ourselves with too many workdays.  I have experienced "burnout" in many organizations of which I have been a part.  I do not want to experience that type of burn out with FORP nor do I want any of you to experience it.  Rotary Park is our escape from those things that stress us so it is good that we are taking our time and not letting the park stress us.   Just my thoughts.&lt;br /&gt;&lt;br /&gt;For the bikers, the new loop is short and takes no time to complete, but let me be the first to say that it is some workout.  My first goal when designing the trails is to make sure that they are sustainable and properly built.  My next is to make sure that they appeal to both hikers and bikers alike.  Once both of those are covered, I like to create something that is a good challenging training ground for those who race mountain bikes or take riding very seriously.  With so many ups and downs and climbing turns, there should not be a course anywhere in the state that you would not be ready for once you have worked out on this new loop.  I'm not sure of its length but it sure requires stamina and strength to complete at race pace. FORP, in conjunction with the Parks and Recreation Department, has two proposals currently before the board.  Both of those items were on last night's itinerary (both were tabled for adminstrative reasons but are expected to pass at the next meeting).  After all official business was concluded, County Mayor Carolyn Bowers publicly thanked FORP for all the work that we have done at Rotary Park.  As the newly elected Mayor, she was excited about the work that our group has done and continues to do at Rotary Park.  Throughout the evening, three other county officials took time to publicly thank us for our work including Parks and Recreation director Stacy Goodwin and Projects and Facilities Director Gary Hamm, both of which have been to the park and seen our work first hand.&lt;br /&gt;&lt;br /&gt;Our work is sometimes difficult and strenuous, but it is being noticed by the county and other park users.  The new kiosks will be erected very soon and will feature information about our organization including this website.  As our work grows, so will our group. Despite a few minor misquotes, I thought that the article was informative. My only real complaint was that there was a statement under the picture saying that bikes caused ruts on the trials, which is not true. The only damage that bikes cause that hikers don't is soil displacement during hard braking, and we have taken that into consideration when designing the trails to reduce that. I wish that I had invited to walk the park with The Leaf Chronicle and Mr. Whittaker so that I could show them what I am talking about when I explain these techniques. Examples like the "rolling grade dip" are a little difficult to grasp without a visual. All in all, though, I liked the article and appreciated the author, Nate Karlin, giving us an opportunity to respond to Mr. Whittaker's complaints. It is important to note that all of his complaints pertained to the old trails that we have not addressed yet.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Dates&lt;/strong&gt;&lt;br /&gt;There will be a meeting on &lt;strong&gt;November 8th&lt;/strong&gt; at the public library at 5:30 p.m. We will meet in the lobby and then proceed to the upstairs to a meeting room. At the meeting, we will discuss the overall trail network, trail names, and signage.&lt;br /&gt;&lt;br /&gt;On &lt;strong&gt;November 11th&lt;/strong&gt;, there will be a workday at the park. We will use this day to begin working on a new section of trail that will replace a badly eroded section of trail on the Pavilion I short loop. The new trail will be flagged and will need to be cleared and benched. Bring gloves, loppers, shears, or anything that can be used to clear trail in an eco-friendly way. The new section of trail will be much longer than the section it is replacing and will utilize the entire hillside. The reason for the replacement is to bypass damp areas near the creek bed and the fall-line trail leading downhill from Pavilion I. We will also need a couple of wheelbarrows to bring in some soil. I will have mine but the more the better.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Recent Trail Work&lt;/strong&gt;&lt;br /&gt;I mistakenly thought that yesterday was a State holiday, so I took off. Although the office did not like it, it was good because I got a lot of work done at the park. I trimmed the weeds on the side of the new trails as they go through the TVA easement and in some other places. These paths are very, very clear now. I spent most of my time dealing with some erosion/trail tread issues on the new trail leading from Pavilion I to Pavilion II. Although this trail is open for use, it still needs a good deal of work before I would call it complete. The work yesterday was laborious but worth it. There are two drains that cross the trail near the trailhead. Each was about 8 inches to a foot deep. When laying out the trail, I crossed the drains at perpendicular intersections so that water would be diverted away from the trails. All trail manuals that I have read say to cross the drains in this manner. Yesterday's project was to raise the drains at each crossing and pave them with rock in a manner that will resist further erosion. I used a large wheelbarrow to get topsoil to trail. I raised the tread surface in the drain using the topsoil, tamped the soil, and then paved it with large flat rocks. In some areas, I pitched the rock (setting it in place vertically instead of flat) to strengthen certain areas and lock the other rocks in place. I then went back over the areas in topsoil so that the rain will wash it into the cracks and create a cement-like bond. The drains are still slightly lower than the rest of the trail tread so the drain will still function properly. I'm very happy with the way these turned out and the trail seems to be much more functional and aesthetically pleasing. This week, I hope to fill some of the holes in the trail with soil. I am going to wait until after my wedding to flag the new trails so that I don't get poison Ivy before my wedding and honeymoon. I should have them flagged before the meeting on the 8th.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Night Riding/Hiking&lt;/strong&gt;&lt;br /&gt;The time will be changing soon and our use of the park will be shortened during the week . . . or will it. I just purchased a night riding system for my bike. I am hoping that we can bring back night riding to Rotary Park. There used to be a regular group that met on Wednesdays that began at 5:30 and rode past dark. Any mountain bikers with lights interested in night riding please call or e-mail me. The trial is not 100% complete but is clear for use. I want to thank Adam Queen for his help building the trail as well as Merri and Suva for helping clear the entrance and making the trial more visible for park users.&lt;br /&gt;&lt;br /&gt;Future plans for this section of trail include: building a small bridge to cross the drain by the road leading to the trail; using rock to armor the areas where the trail crosses several natural drains; smoothing rough areas on the trail; placing some big rocks between the areas where the trail meanders near itself so that people do not cut the turn; and dealing with some of the drainage issues in the area and divert that water away from the trail.&lt;br /&gt;&lt;br /&gt;All are now welcome to enjoy this new section of trail.&lt;br /&gt;&lt;br /&gt;Other future plans are to re-route part of the small loop behind Pavilion I. The part to be re-routed is the area near the creek where the loggers damaged the trail. The new section will take users gradually up the hillside and will eliminate the steep uphill section leading back to Pavilion I. This trail begins directly across the street from Pavilion I and ties into an existing trail that used to begin by the fence at the park entrance and end at Pavilion II.  There are several reasons for the newly built section, which bypasses the trailhead at the fence but still ends at Pavilion II.  The old section went outside the park boundaries (my fault, I did it hoping that the adjacent property would not be sold, lesson learned).  A portion of this trail was recently taken by development on that property.  The new section of trail is entirely within the park boundaries (as best I can tell from the three stakes and old fence markings I found).  Another reason for the building of the new section is to move the trailhead to make it more visible from Pavilion I and align it with the existing trailhead on the other side of the street.  By aligning the two, it makes for a more consistent loop-style trail network.  Last but not least, this new section of trail takes the user to a beautiful area of the park previously not seen by many.  The view from the hillside is much better than that of the old trail.&lt;br /&gt;&lt;br /&gt;When complete, this trail will become part of a series of trails that will connect all three pavilions in the park.  Trail users will be able to use all three trails to complete a medium sized loop approximately two miles long.  There are already trails connecting the other pavilions, however, some sections of those trails are in need of repair, and they will eventually be re-routed themselves. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;What to Expect&lt;/strong&gt;&lt;br /&gt;When the new trail is complete, it will meander back and forth traversing the hillside.  There will be three large climbing turns in the new section.  It will not be straight nor as tight and technical as the old section. I ask that all of you remember how downtown Clarksville looked after the 1999 tornado.  Look at it now.  It looks better than ever with more improvements on the way. This trail begins directly across the street from Pavilion I and ties into an existing trail that used to begin by the fence at the park entrance and end at Pavilion II.  There are several reasons for the newly built section, which bypasses the trailhead at the fence but still ends at Pavilion II.  The old section went outside the park boundaries (my fault, I did it hoping that the adjacent property would not be sold, lesson learned).  A portion of this trail was recently taken by development on that property.  The new section of trail is entirely within the park boundaries (as best I can tell from the three stakes and old fence markings I found).  Another reason for the building of the new section is to move the trailhead to make it more visible from Pavilion I and align it with the existing trailhead on the other side of the street.  By aligning the two, it makes for a more consistent loop-style trail network.  Last but not least, this new section of trail takes the user to a beautiful area of the park previously not seen by many.  The view from the hillside is much better than that of the old trail.&lt;br /&gt;&lt;br /&gt;When complete, this trail will become part of a series of trails that will connect all three pavilions in the park.  Trail users will be able to use all three trails to complete a medium sized loop approximately two miles long. Please welcome Wanda Cumberland to our group.  She is a past president of the Tennessee Trails Association and has been an active user and advocate of Rotary Park for a long time.&lt;br /&gt;&lt;br /&gt;Also, this is a reminder that we have a workday scheduled for this coming Saturday, August 19th.   All three pavilions are currently reserved; somebody is filming a movie or a commercial.  I hope that this will not interfere with our plans for the day too drastically.  However, we cannot meet at Pavilion I as originally planned.  Therefore, I ask that we all meet at the bottom parking lot near the creek.  There is a covered picnic area there and we can use it.  Also, there is plenty of parking there. &lt;br /&gt;&lt;br /&gt;My plan is to divide up into probably three groups.  Two groups will be benching trail and the other will be clearing the newest section of trail that we made in the TVA easement.  In the summer, that area grows up with tall brush and has to be cleared.  It is time.  If anyone has a brush cutter, that would work best in that area.  But, just in case, I urge everyone with shears to bring them.  We might have to do it the hard way.&lt;br /&gt;&lt;br /&gt;If we have enough people, I might have a two-person team move some dirt into some needed areas.   We will need at least two wheelbarrows this Sat., so if you have a truck and can bring on, please do so.&lt;br /&gt;&lt;br /&gt;Remember, we will have a short meeting that morning so please try to be there promptly at 8:00 so we can get started. As many of you know, the tornado left the park changed forever.  To further complicate things, the county had to hire loggers to remove dangerous, damaged trees.  The loggers had to make a series of logging roads throughout the park.  This has destroyed much of the remaining trail and has opened the way for future errosion issues if not addressed soon.&lt;br /&gt;&lt;br /&gt;Therefore, Friends of Rotary Park will be sponsoring a workday on August 19th, 2006.  A brief meeting will begin at 8:00 a.m. at Pavilion I.  After the meeting, we will divide into teams and tackle some of the many maintenance issues at hand. &lt;br /&gt;&lt;br /&gt;Everyone is encouraged to bring gloves, water, shovels, rakes, wheelbarrows, and a friend (tell your friend to bring the same tools).  Some of the tasks to be addressed will be clearing and raking trails, moving some dirt displaced by the loggers, and possibly building a new section of trail. Lots of progress has been made at the park and it appears that it will be re-opened by summers end.  When you read the letter, you will see that she has requested a walk-through with our organization and additional meetings to continue creating a cohesive, master plan to preserve the future of Rotary Park.  I will propose the following dates and times for a walk-through. I wanted to bring everyone up to date on the progress of Rotary Park. Just about all of the construction is completed by the contractors except for the new ADA restroom. The playground is still a mess; I have to wait until after July 10th to purchase gravel that will be placed under the mulch to help with the drainage problem. I'm also waiting to see if the $10k for construction of an ADA accessible trail has been approved. I currently have 2 boy scouts interested to constructing sections of the ADA trail (along the creek) as their Eagle Scout project.&lt;br /&gt;&lt;br /&gt;Now as for the rest of the trails, right now is looks like a big mess. There are new trails made by the skidder and small dozer. If possible I would like to have a meeting at the park some evening. We can walk the trails and discuss some of things that need to be done. I would like to schedule something soon so if the Friends of Rotary Park Pres. could will throw out a couple of dates that would be great. . I'm hoping for July 21rst opening date and as you know most people go to Rotary for the trails. If we need to close off sections of the trail, I'd like to do it before it gets heavy traffic. I thought about making signs that say: Trail Temporality closed. If I could work with you all to make a needs assessment then I can make a work plan, time line, budget, and eventually a yearlong preventative maintenance schedule.  A lot of people are anticipating the opening of Rotary Park, I get calls everyday! I would like to keep the parks in the lime light and since it has been a topic on current campaigns. I went out on a limb and wrote a letter to editor regarding parks.&lt;br /&gt;&lt;br /&gt;I truly am advocate for parks, even if I was not employed by parks &amp; recreation I would be a volunteer as you all are. I have the same passion, and even more now that I have a child and search for a safe place to take her to play. Unfortunately the nearest park to our house is 10 miles away. That being said here is the letter I wrote:&lt;br /&gt;&lt;br /&gt;I am writing to elaborate on the “quality of life issues” mentioned by some of the candidates running for the upcoming election. Our parks (city, state and county) deserve much more attention not only during campaigns but once officials take office. The National Recreation and Parks Association website &lt;a href="javascript:ol("&gt;www.nrpa.org&lt;/a&gt;  states the top 10 reasons parks are important.&lt;br /&gt;&lt;br /&gt;1.       Parks provide millions of Americans with the opportunity to be active. Having close to home access to places where one can recreate is one of the most important factors linking whether people will become active and stay that way.&lt;br /&gt;2.       Parks have true economic benefits. Proximity to a developed state, regional or community park improves property value. Parks and recreation areas are economic engines that improve the quality of life and make communities livable and desirable for businesses and homeowners.&lt;br /&gt;3.       Parks provide vital green space in a fast-developing American landscape, and provide vegetative buffers to construction and development, thus reducing the effects of sprawl. Parks also provide groundwater recharge areas, floodplain protection, natural sound barriers, storm water protection from wetlands, reductions in heat island effects and carbon uptake from abundant trees and vegetation.&lt;br /&gt;4.       Parks preserve critical wildlife habitat.&lt;br /&gt;5.       Parks and recreation facilitate social interactions that are critical to maintaining community cohesion and pride.&lt;br /&gt;6.       Leisure activities in parks improve moods, reduce stress and enhance the sense of wellness.&lt;br /&gt;7.       Recreational programs provide organized, structured, enjoyable activities for all ages.&lt;br /&gt;8. Therapeutic recreation is an outlet that individuals with disabilities have to be physically active, socially engaged and cognitively stimulated.&lt;br /&gt;10. She tells me that construction has begun on the pavilions at Rotary Park.  This is to repair the damage done by the tornado as well as make needed improvements.  Also, both she and the Maintenance Department are working diligently to get the playground ready for use.  The county is considering opening the front portion of the park where the damage has already been cleared and the park repaired.  She assures me that the park will look better than ever when it is reopened. &lt;br /&gt;&lt;br /&gt;With regards to the logging, she informs me that Gary Hamm contacted over twenty loggers about Rotary Park and only one was interested.  Now, Gary can't get this guy to return his call.  As far as the fence goes, this project is still a long way off.  According to Stacy, the trees have to be dealt with first, then the Conservation Board has to approve the installation of the fence, then a survey of the park boundaries has to be completed, and then funding has to be secured and the materials purchased.  As usual, the tree issue is still holding things up. &lt;br /&gt;&lt;br /&gt;Once the front park reopens, we will schedule a workday.  I will be contacting everyone by e-mail.  If all goes well and the ATVs don't come back, we can schedule another.  According to Stacy, she has not heard anything of the ATVs recently. The reason for this is because I don't like posting bad news.  Unfortunately, I have not had any good news lately.  However, five new people have contacted me in the last six days wanting to volunteer (Stacy, the fifth called me after I e-mailed you).  That is great news as it tells me that Rotary Park is still on people's minds.  It is also proof that Rotary Park is unique and fills a void in our local community.  That void can't be filled until Rotary reopens. &lt;br /&gt;&lt;br /&gt;&lt;em&gt;So when will the park reopen?&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;I'm sorry but I don't know the answer that question, nor do I believe that anyone knows at this point. &lt;br /&gt;&lt;br /&gt;&lt;em&gt;Why has there not been another work day scheduled since the April 18th workday that was so successful? &lt;br /&gt;&lt;/em&gt;&lt;br /&gt;That I can answer.  The April 18th workday was extremely successful.  In fact, it prompted news coverage in our local paper, The Leaf Chronicle.  However, within a week of the workday, some of the local kids from one of the neighborhoods rode their motorcycles and ATVs on the trails after a storm.  This caused substantial damage to the new trail as well as other established trails.  ATV use had not been a substantial problem when the park was opened.  However, with the park closed, there is no one to monitor or report ATV use.  They had plenty of time to do serious damage.&lt;br /&gt;&lt;br /&gt;Upon finding the damage to the trials, I went to the neighborhoods surrounding the park, spoke with several of the residences, and ultimately found one of the suspects.  He and I had a short discussion about what they had done and why they were not allowed to ride in the park.  I then gave the information that I had gathered to an investigator with the Montgomery County Sheriff's Department.  Two investigators went back, spoke with the kid and his parents, got the names of the other kids involved, and warned them and their parents.  I believe that this will stop the ATV use but only temporarily.  The park has to be reopened and a boundary fence erected in order to solve this serious problem.  Lets face it, if you were 14 or 15, had a motorcycle or ATV and lived next to a closed park with miles of trails, could you stay out if it?&lt;br /&gt;&lt;br /&gt;Friends of Rotary Park made a collective decision not to conduct any more workdays until the park is re-opened and a plan is in place to erect the necessary fence.  This decision was a hard one to come to as so many of us want to be in the park making improvements.  It is simply too heart breaking to put so much work into something just to see it destroyed a few days later.  Besides that, it is a waste of time and resources. &lt;br /&gt;&lt;br /&gt;At this point, I think that the County Commissioners need to know that the public desperately needs this park reopened.  The county employees who work directly with the park already know this.  Don't call them, but, please, call your elected County Commissioners and let them know that they need to allocate the money to get this park reopened. I don't know what to say. Saturday's workday went better than expected, and I had big expectations. We had a large turnout, great coffee and food, and a ton of work got done. We worked until noon, had a great lunch curtosy of Judith Tate and Suva Bastin, and then worked some more.&lt;br /&gt;&lt;br /&gt;For those not there, here is the recap. We started off with a brief meeting. Before, during, and after the meeting, we consumed a plethora of Lasater's House Blend Coffee, got really wired on caffeine, and then went to work. During the meeting, we discussed our vision for the park and what it is going to take to make it happen.&lt;br /&gt;&lt;br /&gt;The big news is that, aside from a few minor follow up tasks, re-route number four is complete. This is the section of trail immediately following the trailhead behind Pavilion 1. The old fall-line trail is long gone and the new, fully benched and properly drained trail is ready (the park is still closed). All trails re-routed by Friends of Rotary Park are connected now and make for the best sustainable trail in the park. This entire trail makes for the beginning and end of the developing perimeter loop. Further, this trail, when combined with a short section of existing trail, is the first loop to be cleared since the tornado in November 2005. Also, the old fall line trails that were previously re-routed have now been covered and are no longer usable. This is a good thing because it will help us reverse some of the effects of the erosion caused by those trails. Users should use the newly re-routed trails.&lt;br /&gt;&lt;br /&gt;A huge thanks goes to everyone who came out and made this happen. I particularly want to thank County Parks Director Stacey Goodwin for taking time away from her husband and new baby to supervise and allow us into the park for this project. Had she not done this, we would not have been able to have this workday. Also, thanks to the Tennessee Trails Association for its support of Rotary Park and our friends group. This will be the first official workday since the tornado. Our agenda is as follows: re-route the trail through the TVA easement at the font of the park and close unauthorized/old trails. The reroute has already been cleared and is prepared for benching and stump removal. Everyone willing to swing a pick, pull a hoe, or tamp the trail tread will be asked to help with the benching of the new trail. This is a very labor-intensive project but will make for a smooth, scenic trail when completed. Everyone else will be asked to help close off old trails by completely covering them with branches, limbs, leaves, rocks, or whatever natural debris can be found to hide the old trail. With the establishment of the new, properly built trails, it is important that the old, erosion prone trails disappear. If people continue to use those trails, then the erosion problem will never be solved.&lt;br /&gt;&lt;br /&gt;Also, since the tornado, people have been illegally using the park and making new, unauthorized trails around the damaged areas. These trails also need to be closed as they are not built to the proper standards and/or are not part of the master plan approved by the county. At least one of these trails exists in the area where we will be working. We will work on closing any of these trails found in the front, left-hand side of the park.&lt;br /&gt;&lt;br /&gt;This promises to be a fun and productive workday. If you come, don't forget to bring gloves and plenty of water. If you have any picks, rakes, hoes, tampers, etc., please bring them as well. I look forward to seeing everyone there.&lt;br /&gt;&lt;br /&gt;Also, the projected date for the park to re-open has been pushed back to June. This is due to the extra time needed by the company hired by the county to properly clear the extensive damage caused by the tornado. We discussed some issues over lunch and then toured the park to review the damage.  I must say that the damage is even more extensive than I once realized.  Gary and I examined the park both on and off the trials.  It was very helpful to go to the park with Gary and look at it from his perspective.  I originally thought that we could just go in and clear the trails and worry about the damage away from the trials later.  However, Gary brought up a very good point: due to the park's small size, a lot of people don't remain only on the trails; they venture through the woods (seriously, we all do it).  With this in mind, I had to take off my biker/hiker hat and put on my lawyer's hat.  With so many "dead men" and "widow makers" throughout the park, the park is still very, very dangerous.  Even if the trials were cleared, the park remains a dangerous place.  With these facts known to the county, they are subject to substantial liability should someone get hurt.  The park simply cannot reopen until all of the damage is done.&lt;br /&gt;&lt;br /&gt;According to Gary, several experienced loggers have examined the park.  All have explained that the park is just simply too dangerous for them to log.  After our tour, I agree; it is still very dangerous. &lt;br /&gt;&lt;br /&gt;At this point, the county still has some other options, but they are beginning to get more expensive.  Also, regardless of the type of clean up that takes place, there is no doubt that some smaller trees are going to have to be lost in order to get the park cleaned up.  It has been brought to my attention that some people have been complaining to the county about this point.  I know that this group is made up of some very intelligent and trail savvy folks so I doubt that it is anyone in our group.  However, if you are complaining to the county about this, please stop.  This is an inevitable fact with which we all must live.  The park has to be cleaned up because of the substantial danger that it presents.  It cannot be cleaned up without some damage to other trees.  This is a fact of life and nature.  Your complaints do nothing but slow the process and jeopardize the relationship between the county and the park's users.  Please discontinue these types of complaints if you are making them. &lt;br /&gt;&lt;br /&gt;I will be attending another meeting tonight regarding the park and I should be able to let you all know what happens soon.  There is a slim possibility that volunteers will be allowed into a small section of the park to work.  The area being discussed was not affected by the tornado (and it was only a very small area that wasn't).  It is also the area where most of the new trail work has occurred.  If we are given the go ahead to get into that area, I will call a meeting so that we can discuss what we can and can't do. &lt;br /&gt;&lt;br /&gt;I want to reiterate that Gary, Stacy, and our group are all singing from the same sheet of music.  We had some communication problems but all seems to be fixed, now. Suva joined the organization and made an additional donation in January.  I'm sorry, Suva, that I am just now getting around to giving you the public recognition that you deserve. &lt;br /&gt;&lt;br /&gt;Also, I have been in contact with Gary Hamm and things are moving forward with the park.  Gary has been working hard to get the park re-opened.  Unfortunately, there had been a breakdown in the communications between our group and the county since December's Conservation Board Meeting.  I am very happy to say that the bugs have been worked out and the lines of communication are once again open.  Gary tells me that the insurance details are worked out and the park facilities will be covered by the county's risk management pool (insurance).  Additionally, insurance is going to cover facility upgrades that will make at least one of the restrooms (probably at Pavilion III) A.D.A. compliant. &lt;br /&gt;&lt;br /&gt;The county has had three different loggers come and look at the park.  All three said that the conditions were too dangerous for them to come in and remove the downed/damaged trees.  Gary and the County are actively exploring other options.  Furthermore, for those of you worried that the County may sell the park, you can put those worries to rest.  Gary tells me that the County has used federal money for funding at Rotary Park.  This means the County is prohibited from selling the park unless they provide a similar park with the same amenities.  This is way too costly and not going to happen.  Gary and I will be meeting in the near future to begin forming the strategic plan for the park's rebirth. For those of you who follow trail news around Tennessee, you are probably familiar with SORBA's Singletrack initiative in Chattanooga, Tennessee.  The Singletrack Initiative is a collaboration between SORBA and Chattanooga area governments to create 100 miles of singletrack in 10 years in and around Chattanooga.  It has received national recognition.  Hikers:  Don't worry.  Even though this is a mountain biking group, they advocate the building of multiuse trails in parks like Rotary.  Everything will be built with both the hiker and biker in mind. &lt;br /&gt;&lt;br /&gt;I originally contacted William to see if SORBA would be interested in working with our group on Rotary Park's rebuild.  Not only is SORBA willing to send some workers, William has asked to come down and meet with me regarding the creation of our action plan for Rotary Park. &lt;br /&gt;&lt;br /&gt;I look forward to the day when we can all be out there working on and using the trails together again.  I think that day is just around the corner.  A very special thanks is owed to the Tennessee Trails Association and SORBA for their interest and help with our park. The majority of debris along the roads and around the pavilions andrestrooms have been cleared. We are awaiting the repair of the chipping machine to continue. On Friday, 02/10/06 I met with the County's insurance agent and a GAB Robbins adjuster to inspect the park. We have been given permission to move forward in order to secure bids for repair of all the parks facilities toinclude ADA compliance and code upgrades. The Maintenance Department worked a solid month after the tornado and has averaged two days a week at the park in addition to their regular duties. A massive amount of work has been accomplished and much more needs to be done.   &lt;br /&gt;                                                                                                              &lt;br /&gt;We are close to allowing volunteers in the park although there is still danger from falling trees and limbs. I would welcome a meeting to start the trail rebuilding process with you and your board.  Chris, I have checked all e-mail files and phone logs and have only two phone calls concerning the park and no e-mails. Please check the e-mail address as I do wish to respond. I checked the Conservation Board minutesand my own notes but did not see any comments concerning Montgomery Bell State Parks tornado difficulties. Chris I would like to see their plan of action, sounds like a good idea to really keep the ball rolling.  &lt;br /&gt;&lt;br /&gt;MontgomeryCounty is a wonderful place in which to live and I am saddened that some members of our community feel any hostility at all towards the county as a whole. My contact for Montgomery Bell State Park is Tommy Hatcher (615 316-9417, 3130 Stafford Drive, Nashville, Tennessee 37214).  He is the key volunteer for the Mountain Bike park at Montgomery Bell.  He designed and coordinated the building of all trails in that part of the park and works closely with park rangers regarding rules, regulations, and ongoing trail maintenance.  I'm sorry that I don't have his e-mail address.  I'm sure he will be glad to discuss the ongoings there at the park.&lt;br /&gt;&lt;br /&gt;I have seen the debris clean-up around the park entrence/roadway and what has been done looks good.  I took pictures of the damage a day or two after tornado so I remember how bad it was. &lt;br /&gt;&lt;br /&gt;The reason for my e-mails and my concern is that I am getting calls/e-mails from people saying that they have called the phone number on the gate sign at the park and are getting the run-around from different county employees about what is going on.  I don't know why your records only show that there were two calls and no e-mails.  I have been using the e-mail address on the county's website.  It is hypertexted so I just click on it.  Perhaps it needs to be updated. &lt;br /&gt;&lt;br /&gt;Just yesterday I got a call from someone who said he called the number on the sign.  He explained that he was forwarded to several people, none of which knew what was going on.  He then was put through to someone who told him that the situation was so dangerous that the county could not find volunteers willing to go in and clean it up.  When the caller informed him about our group and that we were just waiting for permission to work, the person backtracked and changed his story.  This is not the first time that I have heard this type of story.  Users of the park are getting worried that the lack of communication coupled with the changing stories may mean that county is planning on selling the park and using the "its too expensive to fix" story as an excuse to do so.  I certainly hope this is not the situation.&lt;br /&gt; &lt;br /&gt;I think a lot of the frustration on my (our) part is two fold: 1) I don't like not being able to be "hands on" with the park's rebuild (at least at this stage) after a period of being over there every week.  2) J.R. had to resign as President of our organization due to his upcoming App. Trail trek.  This somehow stuck me with that title. Due to this title, people are constantly looking to me for information on what is going on.  It is frustrating not being able to tell them.  Call me a victim of the corporate world but as an attorney I love action plans, time tables, and deadlines.  I feel that by putting these things in writing and opening the line of communication between us we can greatly improve both of these problems.&lt;br /&gt;&lt;br /&gt;I would really like to be able to communicate to my group a clear action plan with tentative dates to have each stage complete.  I find that people respond more positively to situations when these things are clear.&lt;br /&gt;&lt;br /&gt;With that said, I have the following questions:&lt;br /&gt;&lt;br /&gt;1)  By what date do you plan on having the park ready for volunteer labor?&lt;br /&gt;&lt;br /&gt;2)  Can volunteers begin clearing/rerouting the trials before the facilities work is completed?  (I see the two as separate tasks that can be completed independently of the other.  Do you agree?)&lt;br /&gt;&lt;br /&gt;3)  We were set to begin re-routing a section of trail left of the park entrance in the TVA easement.  We worked on sections of the trail before and after this section waiting until winter for this section due to the thick brush that grows the other three seasons.  Since there are no trees in the easement, can I begin working on this section now before the spring brush begins to grow?  It can be accessed from the top without going through the park entrance and there is no danger of falling trees.  It will require a substantial full-bench cut. County Executive Doug Weiland assigned him to oversee park cleanup while Ms. Stacy Goodwin is on maternity leave.  I sent the e-mail today in hopes that we can get the park open as soon as possible.  I will let everyone know what I learn. &lt;br /&gt;&lt;br /&gt;Letter sent from Chris Clark to Gary Hamm, February 1, 2006:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Gary:&lt;br /&gt;    I hope this letter finds you well. I just wanted to check and see how things are going with the clean up at Rotary Park. Has there been any work done to restore the trail network itself? Is there any way that Friends of Rotary Park can be involved or help out?&lt;br /&gt;&lt;br /&gt;    I just wanted to take some time to renew our commitment to the park and remind you that we have experienced trail builders and volunteers standing by waiting for the opportunity to help. For your benefit, I have taken the time to contact County Attorney Roger Maness with regards to any potential liability issues involving volunteer help. According to Mr. Maness, all we would have to do is fill out a Hold Harmless agreement for each volunteer for the county to keep on file. Stacy Goodwin has sent me copies of those prepared and used by the county. It is my understanding that many of our volunteers already have these forms on file with the county. We also have funds allocated for use in the park once the trails are reopened.&lt;br /&gt;&lt;br /&gt;    I know that you have concerns with diseased trees and had recommended their removal. You informed me that you wanted the State Forester to evaluate the park prior to its reopening. I know that these are legitimate concerns but I also understand that these issues can be dealt with after the park is reopened.&lt;br /&gt;&lt;br /&gt;    A similar storm also caused considerable damage to the mountain bike trails at Montgomery Bell State Park around the same time as our tornado. However, the ranger and volunteers there cleared the trails first, moved the debris to the side, re-opened the trials, and are now removing the debris. I attended a "work day" this past Saturday at Montgomery Bell. There were over twenty cars in the parking lot. Everyone worked all morning, cooked out and ate, then enjoyed the trials all afternoon. If there is a reason that this plan would not work for Rotary Park, please let me know so I can inform the public and our members. Otherwise, we would like to see the same thing done at Rotary Park. We discussed the clean-up process and time table for Rotary Park. Mayor Weiland said that he had received a lot of calls about the park and wanted it cleaned up as soon as possible. The Department of Safety has taken over the clean up for the county as Stacy Goodwin with Parks and Recreation is on maternity leave. Gary Hamm, the head for the Department of Safety, wants the State Forester to come evaluate the park and lay out new trails before the trails are reopened.  Friends of Rotary Park expressed concern about someone else creating the trails as we have already mapped out the new trail network in accordance with the I.M.B.A. standards.&lt;br /&gt;&lt;br /&gt;A plan seems to be in place but I could not get anyone to commit to a time table. Park clean up is now in the hands of the Montgomery County Department of Safety who, at this time, shows no interest in clearing the interior trail network without the advise of the State Forester. At the meeting, the county will be voting on park rules as well as making decisions on what to do about repairing the park post-tornado. Friends of Rotary Park will have representatives there on your behalf to lobby for a speedy and quality recovery of the park. The county is expecting to hear from our group and has asked that we elect only one or two representatives to voice our concerns. Also, I have word that two other large donations are soon coming our way.  One of these is earmarked for the kiosk at pavilion 1.&lt;br /&gt;&lt;br /&gt;On a more somber note, I have received word from Stacy Goodwin with Montgomery County Parks and Recreation that it may be a while before something can be done about the tornado damage at the park.  At this time, she is working with three different county departments to get something done at the park.  She has been told by the Safety Department to refrain from using volunteer labor to remove trees from the trails.  I have requested that at least one member from our group be present when deciding which trails to be cleared and which ones to be rerouted.  I am covered under the county's insurance policy and should be allowed to assist.  At this time, most of the decisions are out of Stacy's hands as she deals with the proverbial government red tape.  The decisions now seem to be in the hands of the bureaucrats, the county's insurance, and TEMA.  Stacy continues to work very hard for the park and our group. It is with great sadness that I report that Rotary Park also fell victim to these most recent twisters. All three pavilions escaped with only minor damage. However, the forest and trail network were much less fortunate. Large trees are down all over the park leaving the trails impassable. For safety reasons, the County has closed the park pending clean up.&lt;br /&gt;My heart goes out to those most affected by this tragedy: our neighbors and friends who have lost homes, cars, and businesses. I encourage everyone to help these people first and foremost. But for those who want to give extra, I encourage you to contribute to the cleanup of Rotary Park. Monetary contributions can be made to Friends of Rotary Park, 147 Welch Road, Clarksville, Tennessee 37043. Seriously, for about a year now, I have closely observed the trail construction at the places I have ridden.  I noticed that the topography around the North Welcome Center at L.B.L. is similar in a lot of ways to that of Rotary Park.  Those trails were constructed many, many years ago and most have withstood the test of time.  However, evidence of improperly benched trails was evident throughout the park.  Based on what I saw, I plan on going back over the areas that have already been benched and benching them deeper and more fully, i.e. the upside of the cut will have a more gradual angle into the hillside.  I.M.B.A. encourage's this and I now see why.  In the areas at L.B.L. where this was not done, water erroded the bottom of the cut faster than the top, causing the hillside to hang over the trail tread.  This creates a dangerous condition on the trial as well as making it less attractive visually.&lt;br /&gt;&lt;br /&gt;     With the recent rain (finally), the benched areas at Rotary should be packing down.  I know that some of these areas have been difficult to pass, but this should change with the season.  I will fix those areas that fell subject to the wind and gravity before the rain packed the new trail.   &lt;br /&gt;&lt;br /&gt;     No official work day is scheduled at this time but will be soon. First, inexperienced trail builders improperly built most of the trails. Many of the trails follow the fall line.&lt;a title="" style="mso-footnote-id: ftn1" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftn1" name="_ftnref1"&gt;[1]&lt;/a&gt; This has caused serious erosion problems. Also, the existing trail network has no theme or plan. Secondary trails branch in all directions. These trails are not well marked and there is no primary loop. Another problem is that the county, aside from a few hard working individuals, has taken very little interest in the park. All would agree that the County allocates inadequate funds for the park, which is clearly a gem in the rough. Perhaps the worst problem is that the park boundaries are poorly marked. This has lead to extensive trail building on private land. Many of these trails were taken last month by recent development near the park. The remaining trials located on private land are threatened and could be lost. The main goal of Friends of Rotary Park is to create a primary loop, which is to be contained completely within the park boundaries. This section of trail was rarely used due to its difficulty and major erosion problems. The old trail followed the fall line up and down the steep hills. This trail was a novice rider's nightmare. Hikers had to be very cautious not to trip over the many exposed roots. At one point, the trial followed a dry creek-bed. The re-route was built to IMBA&lt;a title="" style="mso-footnote-id: ftn1" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftn1" name="_ftnref1"&gt;[1]&lt;/a&gt; standards, meandering between trees and traversing the hills with numerous switchbacks. The trail crosses two gullies, which have been filled and paved with large rocks for a smooth trail tread. This trail is tight and technical (a must in such a small park) and is now a favorite of novice as well as expert bikers. The hikers sing its praises as well as it added sustainable trail. The only complaints come from the Rossview High School cross-country team, who is made to train on it weekly; they have named the trail "ironman."&lt;br /&gt;&lt;br /&gt;The trial is short but very fast. For speed, start at the park entrance on the right. Hug trees on the numerous switchbacks, and then descend a short, but very steep, hill. From that point, glide effortlessly over the rock bridges and the log jump at the end of the trail. The trail ends at Pavilion Two, a jumping point for numerous trailheads. When the primary loop is complete, this section of trail will become the beginning/end of the loop.&lt;br /&gt;&lt;br /&gt;The second major re-route was done further into the park on the hill above the Boy Scout Bridge.&lt;a title="" style="mso-footnote-id: ftn2" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftn2" name="_ftnref2"&gt;[2]&lt;/a&gt; The access to this trail is on the left at the park entrance. The old trail was a 200-foot fall line trail that went straight down the hill beside several large trees. Like most large trees, these had large roots that were becoming more exposed with every rain. The descent was very rough and only the most skilled mountain bikers could climb the trail. Hikers could climb it in just a few minutes but their heart rate would climb with the assent.&lt;br /&gt;&lt;br /&gt;The new trail shifts the old one up the hill about 300 yards (a third re-route, opened October 30, 2005, connects the two). Instead of going straight down hill, the trail turns right immediately. Upon entering the tree line, the section that follows is benched and meanders slightly, traversing up and down the hill. Just before it meets the old trail, a large 180-degree descending turn sends riders slightly down hill. This area required substantial benching. It is on the up side of the large trees so erosion should not be a problem in the future. All large roots were removed. Both hikers and bikers will enjoy the spectacular view of the Boy Scout Bridge. There is a slight climb just before the second descending turn. This was done for erosion control and to have room for the turn. The turn still came out pretty tight because it backs up to the park boundary. The remaining decent is the steepest of the section. It may run afoul with I.M.B.A.'s 50 percent rule but is far less steep than the old trail. This section is probably the deepest bench-cut trail in the park. Special thanks to Glen for his help with the benching (which took two people over 20 hours to complete). This re-route was completed in August 2005.&lt;br /&gt;&lt;a title="" style="mso-footnote-id: ftn1" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftnref1" name="_ftn1"&gt;[1]&lt;/a&gt; I.M.B.A. is the official acronym for the International Mountain Bike Association. IMBA distributes a trail guide that is considered by most as the standard for properly built multiuse trails.&lt;br /&gt;&lt;a title="" style="mso-footnote-id: ftn2" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftnref2" name="_ftn2"&gt;[2]&lt;/a&gt; Although the Boy Scouts have built both bridges in the park, this is a reference to the first and largest of the two bridges. This section of trail is located about a quarter of a mile into the main loop when entering on the left at the park entrance. This area is commonly referred to as the "Big V," the "ditch," or the "gulch." This is the steepest section of trail as well as the most difficult climb in the park. This re-route is on the second half of the "V" and only addresses half of the problem. The remaining portion is in the TVA easement that runs though the park. It will require cutting down very thick thistle and substantial benching. This remaining portion should be re-route number four and is expected to be complete by year's end. Once complete, all four re-routed sections will be connected.&lt;br /&gt;&lt;br /&gt;The idea for this re-route comes from the Canal Loop portion of the North South trail in Land Between the Lakes National Recreation Area. The problem is that there are two large hills side-by-side. The old trail climbs up the first hill, through the TVA easement, and then follows the fall line straight down the hill. It then climbes straight up the second hill, completing the "V." This section has claimed many a novice biker and almost made my girlfriend quite the sport (this was the spot of her first big wreck). The overall plan is to go around the first hill by traversing its south face, completing a switchback in the valley floor and meandering slowly up and across the second hill's north face. The section of trail completed yesterday was the second half of the switchback and the trail work on the second hill's north face.&lt;br /&gt;&lt;br /&gt;This may be the most fun section of trail in the park (I don't think it has been ridden yet but one look at the trail reminds me so much of Montgomery Bell, it has to be fun. Tommy Hatcher will be proud&lt;a title="" style="mso-footnote-id: ftn1" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftn1" name="_ftnref1"&gt;[1]&lt;/a&gt;). The completed section begins in the valley switchback. It turns right beginning the climb. This section required benching a short section; when time permits, I may bench about one hundred more feet. It travels over natural dips and humps that will keep it interesting. The first climbing turn comes quick, right on the edge of the TVA easement. This required substantial thorn and vine removal as well as tree pruning. The beginning and end of the switchback crosses a downed tree. Although this may get annoying and have to be removed later, it will help with erosion control until the turn can be replaced with a rolling crown switchback. I have tried to build logrolls over them but they will need to be improved at a later date.&lt;br /&gt;&lt;br /&gt;After the first big turn, the trail traverses across the hillside about half way up the hill. The trail crosses the old trail perfectly perpendicular. It follows the contour of the hill with a big, slow left turn where it makes the second big switchback. This is a medium to slow right turn that will require novice riders to get out of the saddle or shift low. Experienced riders will have no problem maintaining their speed through the turn. The trail meanders across the contour of the hill beside large trees before turning left up the hill. This begins a gradual climb to the edge of the park boundary. I concede that this 200-yard climb is a fall-line trail. However, even the IMBA trail crew would have chosen this route as it climbs over a natural hump and into a natural dip that, together, create a perfect "rolling-grade dip" for erosion control. More importantly, it goes between three very large oak trees uncommonly clustered together in this area of the park. Although it is a fall-line trail, the natural landscape, large trees, and very gradual slope will easily downplay the effects of erosion. Should erosion become a problem, there is plenty of good space to re-route the trail.&lt;br /&gt;&lt;br /&gt;After going trough the tree cluster, a slight right turn allows the trail to hug the park's northeastern boundary. The trail gets tight here, as the trees are more plentiful. I, for one, can't wait to feel my shoulders brush these trees as I throw the bike side-to-side to keep my speed through the narrow slot. I don't even want to talk about all of the thorns and vines that had to be removed from this section. If anyone gets a flat here, it is not my fault. This marks the top of the hill, the end of this re-route, and the beginning of re-route number two. The section ends with the old ATV trail&lt;a title="" style="mso-footnote-id: ftn2" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftn2" name="_ftnref2"&gt;[2]&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;If this third re-routed section were to have a name, it would have to be "Thorn Pass" due to the abundance of thorn vines found here. I bet I saved 5 to 10 trees from doom by cutting the vines out of them. This slowed the trail building process but will help keep this area as one of the most beautiful spots in the park.&lt;br /&gt;&lt;br /&gt;I thought a lot about how I was going to re-route this section. I visited this section for over four months. Some routes were clear; other problems seemed insurmountable. A drainage basin for the electrical power station on a flanking hill severely limited the possibilities. Despite the challenges, patience and research won out. I am very happy with this new section and I believe most everyone else will be as well. Some of the hardcore mountain bikers will be disappointed that the old section is being closed; it was a real challenge that could not be found in other parks (sorry Stacy). Overall, though, it was a nuisance that kept potential users out of the park. With this re-routed section open, park users will be able to get an idea of how the completed loop will be styled.&lt;br /&gt;&lt;a title="" style="mso-footnote-id: ftn1" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftnref1" name="_ftn1"&gt;[1]&lt;/a&gt; Tommy Hatcher is the primary designer of the mountain bike trails at Montgomery Bell State Park. These trails are fast becoming known as some of the best-built and maintained trails in the Southeast.&lt;br /&gt;&lt;a title="" style="mso-footnote-id: ftn2" href="http://www.blogger.com/post-create.g?blogID=18576793#_ftnref2" name="_ftn2"&gt;[2]&lt;/a&gt; This is a poorly constructed fall-line trail that is being closed. It is a point-to-point trail that bisects the park on the Northeastern side. It used to connect the park to the K-Mart parking lot. K-Mart, showing uncompromised wisdom, closed the trailhead by erecting a very large, very long chain link fence. This stopped the Jeeps and four-wheelers. Horses still use it but it is a biker's worse nightmare as the trail tread is covered in large, round rocks. Tate, David Adkins, Dr. Glen, Carl, Thomas, and myself surveyed the park using the plat maps, legal description of the park, and a GPS.
